by the Ministry of Science ＆ Technology and Department of
personnel of Hunan province, Hunan Productivity Center(HPC)
was founded in 2001 as a state-owned public science institute
under the administration of Hunan Provincial Department
of Science and Technology(HNDST), it aims to improve the
technological innovative and competitive capability of small
and medium-sized science ＆ technology enterprises in our
province. It has a team of capable talen- |

with morden scientific and management knowledge and 80%
of its staff members are with postsecondary specialized
degree in which 4 have senior proffessional .certificcates
and 2 are licenced consultants .The center covers Director
office, Evaluation ＆ Consultation department, Enterprise
Service department, Information department and Facility
Management department under the its leadership.
Besides providing technology information, consultation,
training and hi-tech incubation for the small and medium-sized
enterprises, consigned by HNDST, the HPC also takes on the
work of professional evaluation, inviting public bidding,
supervision and estimation of “863 program” and funds-inducting
projects for hi-tech industry development in Hunan province,
and management of hi-tech enterprises and private-owned
science ＆ technology enterprises and the productivity center
at the city and county level. Financing services are also
provided to the science ＆ technology enterprises.
The office building of HPC named “Hunan S＆T Building” covers
an area of more than 31000㎡, its unique outline makes it
a remarkable symbolic building in Changsha urban area. In
which, full and multifunctional facilities including office
rooms, places for meeting, exhibitions, training, incubation
and the matched business and living facilities equipped
with high standard intellectual network and internet system
can provide an ideal platform for the small and medium-sized
enterprises.
A professional incubator for software industry and IC design
will be set in the HPC to provide a public software development
technology support and information service platform for
the small and medium-sized enterprises and to promote the
ASP production.
In the past few years, HPC’s work of inducting funds for
the development of hi-tech industry and evaluation of the
key scientific projects in our province has received a good
praise from leaders, experts and the enterprises that had
been evaluated. It also invested in four enterprises in
the fields of modernization of Chinese herb medicine, bio-technology
and mixed-powered vehicle and carried on a lot of investigation
and drafting work for the “Talented personnel project in
Enterprises”. In November, 2003, HPC obtained the Quality
Control System Certificate granted by the Fangyuan Symbol
Attestation Center.
